Hi. Was your female pug on heat at all since this bad behaviour started? Also, what are you feeding him. There is always a trigger to some change in behaviour, something as small as a change in a dogs diet, or you and your partner fighting, or even someone coming into your house. Do not despair, but make sure you give him the right calm energy and do not follow his bad behaviour with anger or irritation as this will just make him worse. With regards his fear of having his head touched can be sorted out easily. Get some really yummy treats, like roast chicken... touch his head with the one hand, give him a treat with the other... continue this excercise about 30 times and soon he will loose the fear.
